Because scope is the price. A one-screen internal tool and a customer-facing system with logins are different builds. The minimum tells you whether this lane fits your problem; the written scope tells you the real number, before you pay.

What if the build needs to change midway?
Small course-corrections are part of building honestly and don't reopen the price. A genuinely new scope gets a genuinely new quote, in writing, before work continues. No change-order ambush.
